The 2025 Balcony Regulations Are Here, Are You Ready?

As of July 9, 2025, all concrete balconies in Quebec must comply with updated safety and waterproofing requirements. These changes were introduced after multiple incidents linked to deteriorating exterior structures, and they apply to all building types, from single-family homes to high-rise condos and commercial properties.
Key updates include:
- Mandatory waterproof membranes for all concrete balconies.
- Minimum railing height of 1.07 m (42 inches), matching the National Building Code.
- 5-year mandatory inspections for buildings with 5+ storeys, covering balconies, guardrails, columns, and exposed slabs.
Non-compliance can lead to fines, insurance issues, and safety risks.

Waterproof Membrane Application
We use high-performance parking-grade membranes like PU 400 by MAPEI, specifically designed for exterior surfaces exposed to freeze–thaw cycles, de-icing salts, and constant moisture. This membrane forms a flexible, durable, and resistant barrier that prevents water infiltration through the balcony’s concrete slab. Applied in multiple layers under a strict protocol, it can also be combined with a primer or reactive epoxy for maximum adhesion.
Crack Repair & Structural Reinforcement
Before any membrane is applied, we inspect and repair existing cracks, friable or blown-out areas, and chipped corners or edges. We use repair mortars such as SikaTop® 622/623, corrosion inhibitors like Mapefer®, and epoxy bonding agents such as Planibond EBA. If needed, our team can also reinforce the internal steel mesh to restore structural integrity.
Grinding & Surface Preparation
Membrane adhesion quality depends 80% on surface preparation. We use diamond grinding machines (HTC or ASL), scarification, or Blastrac to achieve a CSP3 to CSP5 surface profile that meets membrane manufacturer specifications. This level of preparation ensures coating longevity and prevents peeling or delamination.
Pumping & Accessibility
For balconies located at height, our fleet is equipped with grout and self-levelling screed pumping systems capable of delivering materials to multiple storeys without losing pressure or quality. We also use secure scaffolding, aerial work platforms, and bunker equipment for projects with limited or difficult access.
Engineering Supervision (If Required)
For buildings subject to RBQ inspections or complex condominium projects, we provide supervision by a certified civil engineer. They can produce compliance reports, intervention plans, and validate all structural repair work.
Your Guide to Clarity
As of July 9, 2025, all concrete balconies in Quebec must meet stricter safety and waterproofing requirements. These include a minimum railing height of 1.07 m (42 inches), mandatory waterproof membranes, and 5-year inspections for buildings with 5 or more storeys. Non-compliance can lead to fines, insurance issues, or safety risks.
Signs include cracks, spalling concrete, rust stains, water pooling, loose railings, or visible corrosion of reinforcement bars. Even if your balcony looks fine, a professional inspection is the only way to confirm compliance and safety.
We use high-performance systems such as PU 400 by MAPEI, designed for outdoor exposure to freeze–thaw cycles, de-icing salts, and constant moisture. This ensures a durable, watertight seal that meets building code requirements.
